I am scheduled for a prostate biopsy locally to see if I have cancer due to three rising PSA's the last 4.8. Would I be better off to have it done at the Jefferson Multidisciplinary Genitourinary Oncology Center in case they find cancer?

Prostate biopsy has become a fairly standard procedure in the world of urology. I would suggest that if there are any abnormal findings on your biopsy, a second opinion with a review of the pathology slides is a good idea.
